Maybe drug users are sent to the camp. That could have been Graham's offence, and possibly Robin's - all we know of his offence is that he 'messed up', but for some reason I always interpreted that as something drug related. Robin is a time-serving prisoner with the promise of release, not there to be exterminated, so it would seem likely that he is there to be rehabilitated. That would fit if he were a drug user. (And if drug users were sent to the camp, Tinker would have a permanent captive market!)

remember how robin says he used to hear voices and wanted to kill himself? i think he's there because of his schizophrenia.
